Research on Refinement Concept of Society Governance under the Background of Concept of Country Governance

十八届三中全会上首次明确提出了"社会治理",从管理到治理,一字之差体现了党的执政理念从"自上而下"转变为"上下交互"的方式。党的十九大报告中,将"提高保障和改善民生水平,加强和创新社会治理"作了详细部署,提出了打造共建共治共享的社会治理格局的新理念。

The Third Plenary Session of the 18 th Central Committee of CPC explicitly put forward the theme of ＂ society governance＂ for the first time. The difference between management and governance embodied the concept of transformation from the ＂top to down＂model into the ＂topt and down＂interactive model. In the report of the 19 Congress of CPC,a detailed deployment was made to enhance guarantee and improve people＇s living level as well as strengthen and innovate society governance,giving a new concept of creating a social governance pattern.
