中国的海洋战略选择不同于其他国家。美国等西方国家多以马汉的《海权论》为理论基础,以取得制海权来成就霸权。而中国建设海洋强国不会走历史上大国殖民掠夺的老路,因为那是一条既不符合时代潮流也不符合中华民族根本利益的强权道路。中国是一个爱好和平的国家,拥有和谐文化的优良传统。习近平总书记关于构建人类"命运共同体"的理念,凸显了新时代中国特色大国海洋战略的发展愿景,它着眼于世情、国情、海情,树立走向海洋强国富民的战略意志,坚持和谐海洋观,创立和平建设海洋强国的新模式。新时代中国特色海洋强国之路就是坚持和谐海洋、互利共生、永续发展的新道路。

Chinese maritime strategic choice is different from that of other countries.The United States and other Western countries take Mahan＇s Sea Power as the theoretical basis to obtain the sea power to achieve hegemony.China＇s construction of the maritime power will not follow the great powers＇ way of the colonial plunder in history,because it is an unjustified road which conforms neither to the trend of the times nor to the fundamental interests of the Chinese nation.China is a peace-loving country,with a good tradition of harmonious culture.The concept of creating ＂a community of shared future＂for mankind by Secretary-general Xi Jinping has highlighted the development vision of maritime strategy with China＇s characteristics in the new era,with the focus on the world,national and sea situations.In light of it,a strategic commitment will be made to enhance the sea power to strengthen our country and a new model will be created for the peaceful construction of a maritime power.The road to a marine power for China in the new era is to adhere to the principles of a harmonious ocean,mutual benefit and sustainable development.
