International Cooperation on the Arctic Under the Belt and Road Initiative:Logics and Models

中国发布的《中国的北极政策》白皮书标志着中国北极政策的确立,它是中国在把握世界发展变化、顺应中国发展形势和回应国际社会呼吁的需要基础上形成的,也是在"一带一路"倡议推进过程中形成的,北极是"一带一路"在地理上的自然延伸,北极国际合作则是拓宽"一带一路"的重要一环。北极国际合作的条件在于国家共同利益的形成,北极国际合作平台的构建,以及对责任共同和命运共同理念的认同,"一带一路"倡议对这三者的形成具有建设性的作用。"一带一路"框架下的中国北极参与,需通过加强与北极国家以及北极利益攸关方政策对接、促进"一带一路"框架下北极沿线设施联通与资金融通、推动北极经济领域合作和贸易畅通、促进北极文化科技交流和民心相通、提供"一带一路"北极合作新平台改善北极治理机制等方式,为实现北极国际合作提供新的模式。

The publication of the new white paper about the Arctic marks the establishment of China＇s Arctic policy.It is on the basis of the development and change of the world and China,and it is also a response to the international calls.As a＂near-Arctic State＂,the Arctic is a geologically natural extension of the Belt and Road Initiative.At the same time,as a major stakeholder,international cooperation on the Arctic is a crucial aspect to widen the Belt and Road.The reasons of the Arctic international cooperation lie in common interests,the construction of cooperation platforms,as well as the approval of common responsibility and shared future.The Belt and Road Initiative plays a constructive role in all three of them.In order to advance Arctic-related cooperation under the Belt and Road Initiative,China needs to enhance policy coordination with the Arctic States and other stakeholders,strengthen infrastructure connectivity and financial integration by investing and participating in construction projects such as passages,ports,submarine optic cables,and build a blue economic passage through trade,people-to-people ties and further cultural and technical exchange with all parties.By providing the Belt and Road Initiative,China can provide the Arctic a new platform of international cooperation on Arctic issues.
