民族地区公共服务均等化现状透视与宏观思考——以广东连山壮族瑶族自治县为个案

A Study of Public Service Equalization in Minority Areas---Taking Lian Shan Zhuang and Yao Ethnic Group Autonomous County as an Example

全面建设小康社会时期,民族地区公共服务均等化问题受到了广泛关注。经实地调查,广东连山壮族瑶族自治县通过加大公共服务总量投入、增加公共服务供给数量、优化公共服务供给方式、突出公共服务民族特色等方式不断推进公共服务均等化建设,但也面临着均等化水平不高、财政自给能力不足、公共投入不稳定和公共服务软件建设薄弱等困境。对此,可以从促进地方经济发展、加强对民族地区财政转移支付、重视公共服务人才队伍建设和增强公共服务民族性等方面予以破解。

To build a well-off society in an all-round way, the issue of equalization of public service in minority areas has become a universal concern. A field investigation in Zhuang-Yao Autonomous County of Lianshan shows that the level and quality of the public service equalization has been promoted by raising financial input, increasing supply quantity, improving supply mode and emphasizing the minority characteristics.However, problems like low equalization level, insufficient financial self-supply, unstable input and inadequate software construction remain. To solve these problems, the government should advance the local economic development, promote the financial transfer payment, construct public service human resource and foreground more minority characteristics.
