摘要
随着河南省工业化和城镇化的发展,土地增值带来的收益分配问题已成为城中村拆迁改造中最为关注的焦点。为了缓解紧张的人地矛盾,以郑州陈寨的拆迁改造为例,并结合相关理论分析,剖析在拆迁过程中存在的利益分配不均、改造补偿标准不合理、村民安置方式单一、村民社会保障待遇不到位等问题,阐述城乡二元土地制度的阻碍、集体土地产权不清、利益协调分配机制不完善、政府部门监管不力等原因,最后从政府部门、开发企业和城中村村民等不同主体方面提出改善措施。
During the development of Henan industrialization and urbanization,the income distribution problem due to appreciation of land value has become the most important focus for the urban village renovation.In order to alleviate the contradictions between people and land,this article takes the demolition and renovation of Chenzhai in Zhengzhou for instance and uses some related concepts and theories.Fund out some problems during the process of demolition,such as the unevenly distributed of land value-added revenue,the unreasonable resettlement compensation standard,the single mode of villagers' resettlement,the incomplete social security treatment for villagers and so on.Elaborated the obstacle of the urban-rural dual land system,the property right of collective ownership of land is not clear,the distribution mechanism of coordination of the interests is not perfect,the weak governments' supervision and other reasons.And put forward some improvement measures from different subjects such as the government departments,enterprises and urban villagers.
