水利工程投资控制贯穿于工程建设的整个过程,是一种主动地进行工程经济指标管理的活动。运用工作分解结构(WBS)将整个建设项目分解成各个阶段,将各阶段的投资控制目标融汇到整个项目投资控制目标中,并采用赢得值法对整个过程的费用、进度进行综合分析,以期及时地控制投资,最大程度地提高建设资金的投资效益,按时、保质、保量地完成工程建设项目。

Water conservancy project investment control runs through the whole process of engineering construction,and it is an activity of actively managing engineering economic indicators. The whole construction project is decomposed into various stages using WBS,the investment control objectives of each stage are integrated into the project investment control target,cost and progress of the whole process are analyzed synthetically by the method of EVM,the aim is to control investment in a timely manner and improve the investment benefit of the construction fund to the maximum extent,and complete the project construction on time,quality and quantity.
