摘要
以循环经济的"3R"原则为指导和出发点,构建循环经济发展水平评价指标体系,用熵值法确定并修正各项指标的权重,进而实现对一个地区循环经济发展较客观的评价。以合肥市循环经济评价为例进行实证研究,研究表明,合肥市循环经济发展水平主要取决于污染减排和环境保护的变化,资源利用效率的提高推动了循环经济发展,但影响较弱,合肥市近年来经济快速发展的同时忽略了环境污染问题,这导致合肥循环经济发展水平呈明显的下降趋势。
Taking the"3 R"principle of circular economy as a guide and starting point, this paper is designed to construct the index system for the evaluation of circular economy development through using the entropy method to determine and correct the weight of each index, and then it achieves a more objective evaluation of the circular economy development in Hefei. This paper takes the evaluation of Hefei circular economy as an example, and it shows that the development of Hefei circular economy mainly depends on the changes of pollution emission reduction and environmental protection, improving of resource utilization efficiency promotes the development of circular economy.However the impact is weak. Hefei economy has developed rapidly in recent years and meanwhile ignoring the problem of environmental pollution may result in an obvious downward trend of Hefei circular economic development.
