基于修正区间Shapley值法的水电PPP项目收益分配研究

Research on Income Distribution of Hydropower PPP Project Based on Modified Interval Shapley Value Method

为合理分配水电PPP项目合作收益,首先结合水电PPP项目特征,构建了水电PPP项目收益分配影响指标体系;然后将政府、社会资本方及水电PPP项目特许经营公司共同建设水电PPP项目视为合作博弈行为,针对水电PPP项目的模糊收益特点,引入收益分配影响指标,提出基于修正区间Shapley值法的水电PPP项目收益分配方法;最后利用该方法对南门沟水电PPP项目进行试算。结果表明,修正后的收益分配方案不改变水电PPP项目初始总收益,只对各利益相关者的分配系数进行调整,政府最终获取的收益降低而社会资本方、水电PPP项目特许经营公司所获收益提高,即政府对社会资本方及水电PPP项目特许经营公司进行补偿,极大调动了各方合作的积极性。研究成果可指导实际水电PPP项目展开。

In order to rationally allocate the benefits of PPP project cooperation,this paper constructs the index system of profit distribution of hydropower PPP project based on the characteristics of hydropower PPP project.Then,it considers the government,social capital and hydropower PPP project franchising companies to construct PPP project as cooperative game behavior.Based on fuzzy income characteristics of hydropower PPP project,the influence index of income distribution is introduced and a method to distribute income of hydropower PPP project is proposed based on the modified interval Shapley value method.Finally,the method is used to count the Nangoumen hydropower PPP project.The results show that the revised income distribution plan doesn＇t change the initial total revenue of hydropower PPP projects and only adjusts the distribution coefficient of each stakeholder.Ultimately,the final revenue of government is reduced while the social capital side and water-electricity PPP franchise companies increase.That is,the government compensates social capital and water-electricity PPP franchise companies,greatly mobilizing the enthusiasm of all parties to cooperate.The research can guide the development of actual hydropower PPP project.
