助学金评选制度对高校贫困生的影响及其优化

The Influence of Financial Aid Selection System on Poverty Stricken Students in Colleges and Its Optimization

高校助学金评选制度是否合理直接关系到助学金作用的发挥,以往管理者在进行制度设计时,考虑的更多是公平性和有效性问题,对于贫困生情感变化的关注则相对欠缺。为此,本研究通过对高校贫困生、助学金管理者以及普通同学三个群体的深入访谈,综合考察了助学金评选制度对高校贫困生内心体验和生活状态的影响,认为应当以提升人文关怀为核心,在沟通机制上确保高校贫困生能发出自己的声音、在制度设计上做到程序公正与隐私保护、帮扶支持与引导教育相结合、在人员安排上提升其专业性,并在管理过程上提升其统筹性,进而实现助学金评选制度的全面优化。

The rationality of financial aid selection is directly related to the role it played. In the past, mangers considered more fairness and effectiveness when designing the selection system, while the attention to the emotional changes of poverty stricken students in colleges is relatively lack. For this purpose, this study conducted in-depth interviews with three groups, which are poverty stricken students, financial aid managers and other ordinary students, investigated the influence of financial aid selection system on the inner experience and life state of those poverty stricken students comprehensively. It is believed that humanistic care should be promoted as the core. To be concrete, firstly, the communication mechanism should ensure that the poor students can make their own voices. Secondly, procedural justice and privacy protection, help support and guidance education should be combined in the system design. Thirdly, enhance the professionalism of personnel and its arrangement. Finally, improve the overall planning of the management process. And then the financial aid selection system in college can be optimized roundly.
