对我国新能源汽车双积分政策的思考

本文详细介绍了美国加州零排放车(ZEV)计划的历次修订情况和发展趋势,并结合我国发布的《乘用车企业平均燃料消耗量与新能源汽车积分并行管理办法》,通过与ZEV计划比较,结合加州多年实施的实践经验和调整更迭,对我国新能源汽车双积分政策提出一些思考。

This paper gives a detailed introduction on the previous revisions and its development trend of the California＇s Zero Emission Vehicle （ZEV） program. Besides, it compares California＇s ZEV Program with China＇s ＂Parallel Administrative Measures for Passenger Vehicle Corporate Average Fuel Consumption and New Energy Vehicle Credits＂. Combining with California＇s practical experience and adjustments that have been implemented, it put forward some reflections on China＇s new energy vehicle dual credit policy.
