在社会治理及纠纷解决的制度取舍中,由于正式制度的正式性、程序性以及非地方性,可能在实践中遭受冷遇,而非正式制度也有可能基于非正式性、非程序性等在纠纷解决过程中也存在某种天然的诟病。作为民族地区社会治理手段的重要组成部分,非诉讼纠纷解决机制等非正式制度有序嵌入国家社会治理直接关乎民族地区社会稳定和长治久安。因此,梳理和总结特殊地区非正式制度中蕴含的治理经验,将有助于影响和提升该地区社会治理的成效。

In choice of social governance and dispute resolution system, due to the formality of formal system, procedural and non-native, could barely exist in practice, and there is potential for informal institution based on informal, non procedural also exist in the process of dispute resolution such as some kind of natural. As a means of social governance in national regions is an important part of the non-litigation dispute resolution mechanism of informal institution embedded orderly national social governance directly about social stability and security in ethnic minority areas. Therefore,sorting out and summarizing the governance experience in the informal system of special areas will help to influence and enhance the effectiveness of social governance in the region.
