基于熵权-灰色关联分析的黑龙江省政策性农业保险实施效果评价

Evaluation of Implementation Effect of Policy-oriented Agricultural Insurance Based on Entropy Weight Grey Correlation Analysis in Heilongjiang Province

通过构建政策性农业保险实施效果评价指标体系,以黑龙江省(2007—2015)为样本,采用熵权法求得各指标权重,利用灰色关联方法计算政策性农业保险实施效果的关联度,对政策性农业保险实施情况作出评估。结果表明:黑龙江省政策性农业保险实施效果有所提高,但仍存在保障水平低、险种单一等问题。为进一步改善黑龙江省政策性农业保险实施效果,还需要采取多方面措施。

The evaluation index system of policy-oriented agricultural insurance implementation effect was constructed and entropy weight grey relational analysis was used to make an implementation evaluation of 2007--2015 in Heitongjiang Province in order to evaluate implementation effect to policy- oriented agricultural insurance. The results showed that the effect of policy-oriented agricultural insurance in Heilongjiang Province had been improved, but there were still some problems, such as low security level, single insurance type and so on. Many measures should be taken in order to further improve the implementation effect of policy-oriented agricultural insurance of Heilongjiang Province.
