浅谈广州综合管廊项目运作模式

Discussion about Project Operation Mode of Pipe Gallery in Guangzhou

以广州市天河智慧城综合管廊的建设为例,结合国家政策和广州市综合管廊的建设特点,分析了天河智慧城综合管廊具体的项目运作模式,从资金需求、财政承受能力和实施条件论证、物有所值评价、项目风险分配以及监管体系等方面分析了该项目运作模式的可行性,为在城市综合管廊项目推广应用PPP模式提供参考。

Combined with relevant national policies and the construction characteristics of Guangzhou utility pipe gallery, the specific operation mode of the construction of the pipe gallery in Guanzhou Tianhe Smart City is analyzed in this paper. The feasibility of the operation mode is demonstrated from the aspects of funding requirements, financial affordability, implementation conditions, value evaluation, project risk allocation, and supervision system. The conclusions in this paper can provide decision-making references for promoting the PPP mode in the urban pipe gallery projects.
