旧城住区更新改造中提升公众参与有效性的路径研究

A Study on the Path of Improving Public Participation Effectiveness in Refurbishment of Old Urban Residential Area

公众有效参与旧城住区更新改造有利于协调开发商、政府以及当地居民之间的关系,保障各方利益,避免冲突事件。针对旧城住区公众有效参与更新改造,从分析公众参与有效性的关键影响因素着手,系统分析参与主体和参与方式对旧城住区改造公众参与的协同影响,深入揭露参与主体与参与方式之间的内在关联,建立先确定参与方式后确定参与主体的公众参与组织框架,并提出具体的实施路径。

Public effective participation in old urban residential area refurbishment is beneficial to coordinate the relationship between developers,governments and local residents so as to protect the interests of all parties and to avoid the occurrence of conflict events. To analyze public participation effectiveness in old urban residential area refurbishment,we firstly identify the key factors affecting the effectiveness of public participation, and systematically analyze the synergic influence of participating subjects and modes on the public participation in old urban residential area refurbishment. Finally,the intrinsic relationship between participation subjects and modes is revealed. In conclusion,the organizational framework determining correct participant modes before identifying ideal participant subjects is built and the specific implementation path is proposed.
