打好污染防治攻坚战,嫩江污染防治面临继续提高水环境质量的艰巨任务。应当注重产业结构变化导致的污染源结构变化,严格源头治理。制定流域水污染防治系统规划,强化集中式饮用水水源地水质保护。加强城镇污水处理厂运行监督管理,提高正常运行率和稳定达标率。加强农业面源污染防治,建设示范工程。实施水陆统筹,保障生态基流等,综合施策,提高水环境质量。

The task of improving water environmental quality is difficult in pollution prevention and control of Nenjiang river. We should pay attention to the structural change of pollution sources caused by the change of industrial structure and strictly control the source. The water pollution prevention and control system plan should be worked out, and the water quality protection of centralized drinking water sources should be strengthened. We should strengthen supervision and management of the operation of urban sewage treatment plants, improve the normal operation rate and meeting discharge limits rate. We should strengthen the prevention and control of agricultural non-point source pollution and build demonstration projects. We should carry out the overall plan for water and land, ensure the basic flow of the ecosystem and improve the quality of water environment.
