Discussion on the Development of Environment Monitoring in Grass-roots Level

在环境监测改革中,市级环境监测站隶属关系上收,县(区)级基层环境监测机构在污染源监督性和环境执法等监测中将起到主力军作用,而基层环境监测站存在诸多需要提升的内容。通过加大政府投入,合理设置内设机构,提高监测技术水平,开展监测网络化建设,合理整合监测资源等措施,使环境监测为生态环境保护工作提供技术支持。

In environment monitoring reform, the municipal environment monitoring station is subordinate to provincial department, and the county level environment monitoring organization will play main role in the monitoring of the pollution sources and environmental law enforcement. But there are many aspects to be promoted in the grass-roots environment monitoring station. In order to provide technical support for environmental protection work, environment monitoring should be supported by increasing government investment, setting up internal institutions reasonably, improving the level of monitoring technology, carrying out monitoring network construction and rationally integrating monitoring resources.
