基于保密视角的政府微观调查数据开发应用研究

The Dissemination and Application of Government Micro Survey data——Based on the Perspective of Confidentiality Protection

我国政府统计中的微观调查数据是十分重要的战略资源,但长期以来这些数据没有得到充分开发应用,造成宝贵资源的浪费。政府微观调查数据中包含大量商业机密和个人隐私等敏感信息,如何在保护两者前提下最大限度地开发和应用政府微观调查数据,是亟待解决的问题。本文在总结发达国家微观调查数据开发应用过程中有关保密工作经验的基础上,结合我国实际情况对政府微观调查数据开发应用中的数据保密提出相关建议。

The micro survey data of official statistics are essential strategic resources. However,these data have not been fully developed for a long time,resulting in the waste of valuable resources. The government micro-survey data contains a large number of sensitive information such as trade secrets and personal privacy.How to disseminate and develop government micro-survey data under the premise of protection is an urgent problem to be solved.This paper summarizes the experience and practice of developed countries and international organizations on micro survey data dissemination and confidentiality,and proposes relevant suggestions on the confidentiality of data in the development and application of government micro-survey data.
