长江经济带高新技术产业创新效率及其影响因素研究

Research on the Innovation Efficiency and Influencing Factors of High-tech Industry in the Yangtze River Economic Belt

本文基于2006~2016年长江经济带11省市高新技术产业面板数据,运用DEA和Malmquist指数法从静态和动态两个方面测算了长江经济带高新技术产业创新效率,并探究了其影响因素。研究发现:从静态来看,长江经济带高新技术产业创新效率呈现上升趋势,但上中下游区域创新效率失衡现象严重;从动态来看,长江经济带高新技术产业创新效率水平总体上有所改善,其全要素生产率增长主要依赖综合技术效率的提高,但规模效率不稳定的状态仍然存在;最后本文研究发现企业自主创新和政府支持是促进高新技术产业创新效率提高的最主要因素。因此,为进一步提升长江经济带高新技术产业创新效率,须充分发挥企业创新主体的作用,并发挥政府在高新技术产业发展中的引导、激励、服务和规范作用。

Based on the high-tech industry panel data of 11 provinces and cities in Yangtze River economic belt from 2006 to2016,the DEA and Malmquist index method are applied to calculate the innovation efficiency of the high-tech industry in the Yangtze River economic belt,and the influencing factors of the innovation efficiency are also analyzed. The following are the results of the study. From the static point of view,the innovation efficiency of high-tech industries in the Yangtze River Economic Belt are increasing rapidly; but the unbalance of innovation efficiency in different regions is significant. From the dynamic point of view,in the study period,the innovation efficiency of the high-tech industry in the Yangtze River Economic Belt is developing towards a better trend. And its total factor productivity depends on the improvement of comprehensive technical efficiency,however the scale instability still exists. Finally,this paper finds that independent innovation and government support are the most important factors to improve the efficiency of innovation. Therefore,in order to further improve the innovation efficiency of the high-tech industry in the Yangtze River Economic Belt,we should give full play to the role of the enterprise innovation subject,and give full play to the government＇s guidance,incentive,service and standard role in the development of high-tech industry.
