军民融合是正确处理经济建设和国防建设关系问题、实现富国和强军相统一的重大命题。军民融合发展战略的提出凝结了一代代共产党人的艰辛探索,在不同的历史时期,中国共产党把握其不同的历史逻辑。在新民主主义革命时期,对如何兼顾军队作战胜利与人民生活需要以及保障能力两个方面进行了不懈探索,体现革命战争是人民的战争的基本逻辑。在社会主义建设时期,又经历了军民结合、寓军于民到军民融合思想的演进历程,涉及到现代化积累的艰难抉择、与以经济建设为中心工作重心转移的一致、与社会主义市场经济的融合、与科学发展观的契合。进入中国特色社会主义新时代,中国正在走近世界舞台中心的崛起,必须避免"修昔底德陷阱",军民深度融合发展体现了应对时代挑战的国家战略之顶层设计。

Military-civilian integration is a major issue in proper handling of the relationship between economic building and national defense building to concertedly build a wealth nation and strong armed forces. The initiation of the military-civilian integration strategy condenses the hard explorations by generations of communists. The Communist Party of China grasps different historical logics in different historical periods respectively. In the new democratic revolution period,constant efforts were made in two aspects,which displayed the basic logic that the revolutionary war is a people＇s war,to ensure both military victories and civilian livelihood. In the socialist construction period,the ideas evolved from military-civilian combination,military inside civilian,to military-civilian integration,which process involves the difficult accumulation choices during modernization,the work focus shift to economic building,the integration of socialist market economy,and the accordance with the scientific outlook of development. Entering the new era of socialism with Chinese characteristics when rising toward the center of the world arena,China must avoid the ＂Thucydides trap.＂Profound military-civilian integration displays the top-level design of national strategy in response to the challenges of the era.
