在全国碳排放权交易市场体系下,基于黑龙江省林业碳汇交易现状和林区转型发展需求,探讨黑龙江省林业碳汇市场建设有关问题。研究设计了黑龙江林区林业碳汇市场建设思路和目标,分析了组织领导、技术规范、风险控制、交易示范、智力支持等若干重点问题,并针对问题提出了相应的解决方案。

Based on the national carbon emission trading market system, based on the current status offorestry carbon sink development in Heilongjiang Province and the needs of forestry transition development,the issues related to the construction of forestry carbon sink market in Heilongjiang Province were discussed.The ideas and goals of the forestry carbon sink market in the forest area of Heilongjiang were researched anddesigned . Several key issues such as organizational leadership, technical specifications, risk control,transaction demonstration, and intelligence support were analysed, and proposed corresponding solutions tothe problems.
