海上电磁频谱空间智能作战体系总体框架由海上电磁频谱空间智能作战力量体系、海上电磁频谱空间智能作战运用体系、海上电磁频谱空间智能作战保障体系等三个部分组成,而海上电磁频谱空间智能作战力量体系由装备、部队和能力等三个要素构成,海上电磁频谱空间智能作战运用体系由指控、行动、作战样式等三个要素构成,海上电磁频谱空间智能作战保障体系由理论、技术、法规、训练和人才等五个要素构成。建设海上电磁频谱空间智能作战体系,对于推进海上军事斗争准备具有重要意义。

The overall framework of electromagnetic spectrum space intelligent combat system（ESSI-CS）consists of three subsystems, including electromagnetic spectrum space intelligent combat forces subsystem（ESSI-CFS）, electromagnetic spectrum space intelligent operational application subsystem（ESSI-OAS） and electromagnetic spectrum space intelligent operational security subsystem（ESSI-OSS）. ESSI-CFS consists of three factors, including equipment, troops and ability. ESSI-OAS consists of three factors, including command and control, operation and its mode. ESSI-OSS consists of five factors, including theory,technology, regulations, training and talents. The system of electromagnetic spectrum space intelligent combat is of great significance to advance the preparation of military struggle at sea.
