把握好政府和市场关系是建设现代化经济体系的关键

A good grasp of the relationship between the government and the market is the crux of constructing the modern economic system

政府和市场关系问题始终是贯穿中国经济发展和改革开放进程的基础性问题。强调"使市场在资源配置中起决定性作用"与"更好发挥政府作用"并重并行,是中国特色社会主义政治经济学理论的内核和精髓,是习近平新时代中国特色社会主义思想经济篇的重要组成部分。建设现代化经济体系、推动经济高质量发展的关键是要科学把握和调整政府和市场关系。针对当前中国地方政府对政府和市场关系存在的认知误区和扭曲行为,对建设现代化经济体系所产生的多重障碍效应进行归纳和分析,着重剖析了政府和市场关系与现代化经济体系建设不适宜、不匹配的现象及存在的矛盾和冲突,并据此提出了今后政府和市场关系的改革方向以及重点改革突破口。

The relationship between the government and the market is always the fundamental problem in the process of the development of China＇s economy and the reform and opening up. It is the core and essence of the theory of the political economy of socialism with Chinese characteristics,and the important component of the economic part of Xi Jinping＇s thought of socialism with Chinese characteristics in the new era through stressing the importance of making the market play a decisive role in the resource allocation and promoting the role of market by playing the role of government better simultaneously. It is the key toscientifically grasp and straighten the relationship between the government and the market from the perspective of building a modern economic system and promoting the strategic task of high quality economic development. This paper has summarized and analyzed the multiple barrier effect during the construction of modern economic system,emphatically analyzed the unfit,mismatched phenomena and the contradictions between the relationship between the government and the market and the construction of the modern economic system,through the cognitive misunderstandings and distortions on the relationship between the government and the market by China＇s local governments. Based on those analysis,we put forward recommendations on the reform direction of the relationship between the government and the market and the potential key reform breakthrough.
