乡贤理事会：乡村治理模式的新探索--以广东云浮、浙江德清为例的比较分析

Village Sage Council:New Exploration of Village Governance Mode——A Comparative Analysis of Yunfu in Guangdong Province and Deqing in Zhejiang Province

在文化延续的内生动力、行政主导的外在压力、乡土社会治理供需匹配合力三种力量的共同驱动下,以乡贤理事会为代表的新乡贤治村模式已经广泛地成为地方政府破解乡村社会治理困境的思路和工具。本文通过对广东云浮、浙江德清两地的乡贤理(参)事会进行深入的比较分析,发现两地乡贤治村模式在功能定位、政府主导方面存在共性,而在治理单元、资金运转等方面有所不同。但是,从两地实践探索的绩效来看,乡贤理(参)事会在构建乡村治理的内生性秩序、提升乡村公共物品的供给能力、缓解基层社会治理过程中诱发性矛盾等层面都发挥了积极作用。

Under the co-drive of the three forces of endogenous driving force of culture,external pressure of administrative power,and supply and demand matching of local social governance,the governance model by Village Sage Council,has become widely used by local governments to crack the villages Social governance dilemma ideas and tools.Through the comparative analysis of the Village Sage Council of Yunfu in Guangdong Province and Deqing in Zhejiang Province,Found that the Village Sage Governance mode of two townships in the functional orientation,government-led aspects of commonality,but in the governance unit,capital operation,etc. are different.However,judging from the performance of exploration and practice in both places,the Village Sage Council play a positive role in building an endogenous order in rural governance,improving the supply capacity of rural public goods and alleviating induced contradictions in the process of grassroots social governance.
