公共服务民营化与逆民营化改革并行的逻辑、困境及其消解

The logic,Predicament and Elimination of the Parallelism of Privatization of Public Service and the Reverse Privatization

民营化与逆民营化是两种对政府与市场定位迥异的公共服务改革模式,也是两种并行不悖的公共服务治理方式。公共服务民营化与逆民营化改革并行的逻辑,可以从理论和实践两个维度进行解析。改革践行表明,当前政府在推行公共服务民营化与逆民营化改革中,在思想观念、目标定位、职责边界和转化机制四个方面存在困境,影响了民营化与逆民营化改革的效果,并阻滞了两者之间的良性互动与有效转换。因此,应整合多元价值目标,促成多元主体对民营化与逆民营化改革的特色、风险、适用范围、适用条件等达成共识,并在不断强化政府固有职责的基础上,正确认识政府与市场职责边界的动态变化性,努力构建民营化与逆民营化的绩效评估体系,规范民营化和逆民营化改革的操作程序,进而消解改革并行中的困境,促进民营化与逆民营化之间的良性互动和有效转换。

Privatization and reverse privatization are two widely different kinds of reform modes in public service,in the meantime they are two parallel governance practices in public service. The parallel logic of the privatization and reverse privatization can be analyzed through the dimensions of theory and practice. The reform practice shows that the current government in the implementation of the privatization and reverse privatization of public service has four dilemmas including ideas,objectives,boundary of responsibilities and transformation mechanism. These dilemmas decrease the effect of privatization and reverse privatization as well block the interaction and conversion. Therefore,the multiple value target should be intergrated to facilitate mufti-subject on the basis of consensus in the characteristics,risks,scope and conditions of application in privatization and reverse privatization. On the basis of continuously intensive the government＇s inherent responsibilities,we should have a correct understanding of the dynamic change of the boundary of the government and the market functions,should build an evaluation system of privatization and reverse privatization,should make the norm on the reform of operatal procedures to eliminate the dilemmas with the reform,and then promote the benign interaction and effective conversion between privatization and reverse privatization.
