利益相关者视角下PPP项目绩效评价研究

Research on PPP project performance evaluation from the perspective of stakeholders

针对PPP项目绩效评价特点,基于利益相关者视角,通过剖析核心利益相关者的利益诉求,确定各阶段评价目标,构建PPP项目绩效评价指标体系,并建立基于层次物元的PPP项目绩效评价模型,借助层次分析法确定各指标权重,运用物元模型挖掘各评价指标信息.案例分析表明:该绩效评价模型具有较高的实用性,能有效评估已实施PPP项目的绩效,可为后续类似PPP项目提高绩效水平提供参考借鉴,进而实现PPP项目预期投资效益.

With the popularization and application of PPP model,PPP project performance evalua-tion has become the current research hotspot.From the stakeholder′s perspective,this paper ana-lyzes the interests of the core stakeholders,determines the evaluation objectives of each stage,constructs the PPP evaluation performance system,and based on the hierarchical matter-element establishes the PPP project performance evaluation model.In this model the analytic hierarchy process is used to determine the indicator＇s weight and the matter-element model is used to explore the evaluation indicators information.The case analysis shows that the performance eval-uation model has high practicability and can provide an important reference for improving the PPP project performance level and obtaining the investment benefit of PPP project.
