内蒙古牧区旗县三产融合的可持续发展研究

Study on the Sustainable Development of Three-industry Integration of Pastoral Counties in Inner Mongolia

基于内蒙古自治区牧区旗县十二五期间经济发展指标,从可持续发展视角阐述了内蒙古自治区牧区旗县发展三产融合对于促进产业均衡发展,保证资源持续利用,避免出现产能过剩,实现和谐发展等方面的积极作用;并通过对三产融合与可持续发展关系的深入论述,从延长农业产业链,实现产权融合,保障农牧民利益,保护农牧民土地权和塑造新时代的职业农民等五个方面提出了内蒙古牧区旗实施三产融合的相关政策建议。

In recent years, the Central Government has repeatedly stressed the need to learn from the experiences of developed countries such as South Korea and Japan, introducing modern industrial organization modes into agriculture and husbandry with an aim to promote the integration of three rural industries. Based on the economic development indicators of pastoral counties in Inner Mongolia during the 12 th five-year period and from the perspective of sustainable development, the article describes the positive role of the three-industry integrated development in those pastoral counties in the promotion of industrial balanced development, the guarantee of resource sustainable use, the avoidance of overcapacity, and the achievement of harmonious development. Besides, this article has an in-depth discussion on the relationship between the integration of three industries and the sustainable development, and some suggestions about the three-industry integration are put forward from the following five aspects： the extension of the agricultural industry chain, the realization of property rights integration, the guarantee of the interests of farmers and herdsmen, the protection of farmers＇ and herdsmen＇s land rights and the shaping of new era professional farmers.
