摘要
中泰高铁项目从英拉政府首次提出至今已4年有余,但基建工程仍未全面动工。近来,巴育政府动用军政府特殊权力强势推进中泰高铁项目,使得泰国社会对中泰高铁项目的必要性和巴育政府行政令合法性的质疑逐渐增加。本文通过对泰国铁路运输现状与发展规划、中泰高铁项目的提出与谈判进展的考察,重点分析此项目一再迁延的原因,并提出建议。
It is over 4 years since Yingluck government＇s initiative of Sino-Thai high speed train. Recently Prayut military government is strongly pushing the project with his special power. His firm attitude,however caused some more misgivings and queries. This paper analyzes obstacles to Sino-Thai High Speed Train Projectby examining the process of Sino-Thai negotiations on this project.Some recommendation will be presented to both Chineseand Thai governments.
