供给侧改革下的财政政策研究——以河南省为例

Research on the Fiscal Policy Based on the Supply-side Reform——Taking Henan Province as an Example

本文立足于河南省发展和改革问题,通过梳理近两年来与供给侧结构性改革密切相关的财政政策,将供给侧结构性改革的问题进行层级划分,并对每一层级的问题逐一提出相应的解决思路,对河南省下一步如何更好地利用财政政策工具推动供给侧结构性改革的重要任务、实现"中原崛起"这一伟大战略、切实提高人民生活水平给出参考建议。

Based on the issues of development and reform in Henan Province, this paper analysed the fiscalpolicies that have been closely related to the supply-side reform in recent two years, and classified the issues onsupply-side reform into different levels to propose corresponding solutions. In the last, the paper gave sugges.tions for Henan Province on how to make better use of fiscal policy tools to promote supply-side reforms, accom.plish the great strategy of“Central China Rising”and effectively improve people’s living standards.
