智慧政务应用系统构建与发展策略研究——以郑东新区为例

Research on Construction of Wisdom Government Affairs Application System and Development Strategy——A Case of Zhengdong New District

智慧政务是电子政务发展的高级阶段,其实质是将互联网、物联网、云计算、大数据等高新技术与电子政务进行融合,实现对各类信息资源的高效管理,使政务服务工作更加透明化、科学化与智慧化。从智慧政务基本概念、构建基本原则、建设意义、应用系统构建方法、存在的主要问题和发展对策等角度对郑东新区智慧政务建设进行全方位分析。最后,提出政府部门加快转变管理职能、主动改变社会服务方式、加快整合政府服务流程、积极推进服务型和智慧型政府建设等政策建议。

Wisdom government affairs are the advanced stage of e-government development. The essenceof wisdom government affairs is the integration of the e-government and the advanced technologies which in.clude the Internet, the Internet of things, cloud computing, big data and so on, to realize efficient management ofall kinds of information resources. Meanwhile, the government services will become more transparent, scientificand wisdom. The basic concepts, basic establishment principle, construction significance, construction approachof application system, key problems, and development strategy for wisdom e-government affairs of Zhengdongnew district were comprehensively discussed. Finally, some advices were presented that the government depart.ment should speed up the transformation of government management duty, actively change service mode for soci.ety, integrate the government service processes quickly, and promote actively the construction of service-orient.ed and smart-oriented government.
