摘要
针对我国电网公司普遍存在的合理投资规模难以确定、资金分配不均衡、配电网项目优选缺乏明确标准等问题,提出了考虑项目属性的中压配电网投资决策方法。首先在构建配电网规划项目评价指标体系、分析项目属性与评价指标映射关系的基础上,提出项目属性重要程度确定方法;其次结合对项目实施效果与配电网投资历史数据的分析,提出配电网规划投资规模和项目属性投资分配比例的确定方法;继而综合考虑项目属性分类、投资规模和投资分配比例、项目评价结果,构建配电网规划项目优选模型;最后通过实际配电网算例分析验证了研究成果的有效性。
Considering that for most grid companies in China,a reasonable investment scale is difficult to determine,the allocation of capital is unbalanced,and the distribution network projects lack clear selection standards,a decisionmaking method for the investment on medium-voltage distribution network is proposed in terms of project attributes. First,based on the construction of an evaluation index system of distribution network planning projects and the analysis of the mapping relationship between project attributes and evaluation indexes,a method for determining the importance degree of project attribute is proposed. Then,with the combination of the analysis of project implementation effect and the historical data of investment on distribution network,a method for determining the investment scale of planning project and the investment allocation ratios for different project attributes is proposed. Moreover,considering the classification of project attributes,investment scale and investment allocation ratio,as well as project evaluation results,an optimal selection model of distribution network planning projects is constructed. Finally,a practical distribution network was adopted as a numerical example,which verified the effectiveness of the proposed method.
