基于“情景-任务-能力”的危险化学品事故应急准备能力评估--以S市某港口为例 被引量:8

摘要 危险化学品事故应急准备能力评估是危险化学品应急管理工作的重要部分之一,也是保障危险化学品生产安全需要重点解决的问题。基于"情景—任务—能力"的规划分析过程,结合应急管理全生命周期,构建由4个一级评估指标、18个二级评估指标和144个评估项构成的危险化学品事故应急准备能力评估指标体系;将国际安全评级系统思想引入相关评估项设置工作,运用序关系分析法对评估指标赋予权重,利用量化方法对打分进行计算;最后,以S市某港口危险化学品事故应急准备能力的实际评估为例说明,所得评估结果得到S市相关职能部门和有关企业认同,相关评估指标体系和方法具有较强的实用性与可操作性。 The assessment of emergency preparedness capability for the hazardous chemicals accidents is one of the important parts of the emergency management of hazardous chemicals,and is the problem needed to be solved with emphasis to guarantee the work safety of hazardous chemicals. Based on the planning and analysis process of "scenario-task-capability"and combined with the full life cycle of emergency management,the assessment index system of emergency preparedness capability for the hazardous chemicals accidents was established,which consisted of 4 first-level assessment indexes,18 second-level assessment indexes and 144 assessment items. The idea of International Safety Rating System was introduced into the setting of relevant assessment items,then the G1 method was used to calculate the weights of assessment indexes,and the scores were calculated by using a quantification method. Finally,the actual assessment of emergency preparedness capability for the hazardous chemicals accidents at one port in S city was carried out,and the assessment results were approved by the relevant government departments and enterprises. The assessment index system and method have relatively strong practicability and operability.
