基于“事件-任务-角色-资源”的应急预案编制技术研究

Research on compiling technology of emergency plans based on “event-task-role-resource”

为了企业在应急预案编制时形成一致的、可信息化的应急流程,在国内外应急预案编制现状分析的基础上,研究应急预案编制过程中事件分析、任务划分、角色界定和资源配置,采用事故树的方法进行事件分析,制定应急任务策略库,在策略库的框架下对风险事件进行任务梳理,再对每项任务配置相应的角色和资源,最后,以某电厂水淹厂房事故为例,按照该预案编制技术进行实例研究。研究结果表明:基于"事件—任务—角色—资源"的应急预案编制技术有助于实现应急预案的结构化和流程化,可为应急预案的信息化打下基础。

In order to form the consistent and informationalized emergency procedure when the enterprises compile the emergency plans,on the basis of analyzing the current status of the emergency plans compiling at home and abroad,the events analysis,tasks division,roles definition and resources allocation in the compiling process of emergency plans were studied.The events analysis was carried out by using the fault tree analysis method,and the strategy database of emergency tasks was established. Within the framework of strategy database,the tasks combing on the risk events was conducted,and the corresponding roles and resources were allocated for each task. Finally,taking the accident of flooded workshop in a power plant as an example,the case study was carried out according to this compiling technology of emergency plans. The results showed that the compiling technology of emergency plans based on ＂event-task-role-resource＂is conducive to realize the structuring and process of emergency plans,and can lay the foundation for the informatization of emergency plans.
