城市生态空间规划管控模式探索——以《武汉市全域生态管控行动规划》为例

Exploration on the Management and Control Model of Urban Ecological Spatial Planning: A Case Study of Wuhan Ecological Control Action Planning

武汉作为国家中心城市、"两型社会"建设综合配套改革试验区,自2010年城市总体规划批复之后,持续开展了与生态空间相关的规划研究,推进生态文明建设,逐步建立起以基本生态控制线为核心的生态空间管控体系和制度。《武汉市全域生态空间管控行动规划》自2012年编制以来,基于目标和问题导向,创新超大城市的全域生态空间管控行动体系,从"编、管、控"三个方面提出"建立一套完善的规划编制体系,制定一套健全的法规体系,构建一个准确的信息系统"的"三个一"行动目标,从而实现生态空间规划有规可依、生态空间保护有制度保障和规划管控信息准确、公开。

Wuhan is regarded as the central city of China and the pilot zone for＂two-oriented society＂.Since the approval of master plan in 2010,related planning and research on ecological space have been carried out,and the construction of ecological civilization has been promoted so that the ecological space control system with the basic ecological control line as its core has been gradually established.Since 2012,Wuhan Ecological Control Action Planning has been compiled,which proposed innovative ideas of the ecological space control action system of mega-cities.From the aspects of＂editing,managing and controlling＂,it proposed a＂three ones＂objectives of＂establishing a perfect planning system,formulating a sound legal system,and constructing an accurate information system＂,achieving the goal of conventions and institutional assurance of ecological space planning and planning control information.
