摘要
2011年,印日两国进行民用核合作的首轮谈判,经过将近六年的曲折发展,2016年11月,印日两国签订了一份具有里程碑意义的民用核合作协议,2017年7月,两国交换外交文书,协议正式生效。这对于印度核能安全具有不可替代的重大意义。印度能源危机严重,政府制定了庞大的核电建设计划,鉴于自身科技水平,政府努力促进国际民用核合作,印日民用核合作不仅给予印度强大的科技支撑,也完善了印美、印法民用核合作链条。
India and Japan started the first round of the civilian nuclear cooperation talk in 2011. The two countries signed a landmark civil nuclear cooperation agreement in November 2016. Indian government takes great effort to promote international civil nuclear cooperation in order to serve its huge nuclear power development plan. India-Japan civil nuclear cooperation will generate strong technological support to India and help improve the cooperation framework involving Indo-US and Indo-France civil nuclear cooperation.
