On the Modernization of China's Rural Governance System

目前,中国乡村仍存在社会失序、村治变形、公共产品供给不足等突出问题,根本原因就在于乡村治理体系的现代化建设滞后。要根据市场经济发展进程,从整个县政层面考虑中国乡村治理体系的现代重铸:改变行政主导的单中心治理,激活民间组织在内的社会自治要素;推进基层党组织适应市场经济与和谐社会需要的结构性功能转换,建立政权组织的社会回应、依法运行机制;加快以土地为核心的确权进程,赋权于民,为乡村治理体系现代化积极创造条件。

Current China's rural areas witnessed considerable problems such as social disorder, village governance deformation and insufficient supply of public goods. The fundamental cause lies in the fat that the modernization of rural governance system fallsbehind. We should consider the reconstruction of rural governance system from the county level, according to the development of market economy. We shouldchange the single-center governance dominated by administration, activate social autonomy elements such as NGO, and promote the structure-functiontransformation of grass-roots party organizations to meet the needs of market economy and a harmonious society. We should also establish government's socialresponse and operating mechanism according to law, speed up the registration of land right, empower the people, and create favourable conditions for the modernization of rural governance system.
