中外畜禽屠宰法律法规体系比较与启示

Comparison and enlightenment of Chinese and foreign laws and regulations system of livestock and poultry slaughtering

我国畜禽屠宰法律法规体系亟需健全并完善。通过研究欧盟和美国畜禽屠宰法律法规体系及其特点,结合我国屠宰法规存在的问题,提出了健全完善我国畜禽屠宰法律法规体系的建议。以风险分析为基础,推动屠宰管理规章制度的科学化建设;加强操作性官方控制措施的制(修)订,推动屠宰监管制度化建设;加强法规和标准体系的配套衔接,推动制度设计的规范化建设;探索推动畜禽屠宰法典的编撰,推动法律法规制(修)订的便利化建设。

The laws and regulations system of livestock and poultry slaughtering in our country should be improved and perfected quickly. The laws and regulations system and its characteristics of livestock and poultry slaughtering in the European Union and the United States were studied,and combined with the existing problems of slaughter regulation in our country,and the suggestions for improving and perfecting the laws and regulations system of livestock and poultry slaughtering in our country were put forward. On the basis of risk analysis,the scientific construction of the slaughter administration regulations was promoted,the formulation（ revision） of operational official control measures was strengthened,and the systematic construction of slaughter supervision was promoted. The matching and cohesion of regulations and standard system was strengthened and standardization construction of system design was promoted. The compilation of code of livestock and poultry slaughtering was explored and promoted,and the facilitation construction of the revision of laws and regulations was promoted.
