摘要
流域防洪联合调度是我国防洪减灾的热点研究问题,作为非工程措施在不增加工程投资前提下显著增加了防洪效益,一直受到工程界的高度关注。以流域防洪为出发点,从水文非一致性、预报技术水平、兴利与防洪矛盾、技术基础与体制机制等方面阐述了流域防洪联合调度中面临的问题与挑战;在此基础上总结了流域防洪联合调度现状、趋势以及关键技术与实现手段。
Joint operation of river basin flood control is one of the primary researches on flood management in China,which has drawn great attention from engineering field due to its advantage of significantly increasing the benefits of flood control without increasing investment as the non-structural measures. Initiating with river basin flood control,this paper reviews issues and challenges of joint operation of flood control in river basin from following aspects: the hydrological inconsistency,the forecast level,the contradiction of utilizable and flood control,as well as the technological base and the system and mechanism. The paper summarizes the current situation,the development trends,the key technology and the realizing approach of joint operation of flood control for river basin.
