摘要
油茶是我国特有的食用油料,江西省是我国重要的油茶原生区和中心产区。为提高江西省特色产品茶油的品质,强化食品生产监管水平,保障消费者的饮食安全,本文从近5年江西省茶油在监督抽检和风险监测中发现的不合格指标:塑化剂[邻苯二甲酸二正丁酯(dibutyl phthalate,DBP)、邻苯二甲酸酯(diethylhexyl phthalate,DEHP)]、脂肪酸组成、苯并(a)芘、过氧化值、酸值等着手,针对性地分析企业生产过程中原料、种植环境、加工工艺、加工设备、包装设备、主观意识等方面存在的风险隐患,并根据分析结果提出茶油在食品生产监管环节中的法律法规和标准、监管人员能力、监测系统、监管方式和监管平台等方面的建议,为茶油生产企业风险隐患的防控提供依据,为食品生产监管部门的监管工作提供参考,为促进江西省特色茶油产业的更好更快发展提供强有力的支撑。
Oil tea is a unique edible oil material in China, and Jiangxi province is an important native area and central producing area of oil tea. In order to improve the quality of camellia oil in Jiangxi province, strengthen the supervision level of food production and ensure the consumption safety of food, this paper analyzed the unqualified indexes found in the supervision of sampling and risk monitoring of camellia oil in Jiangxi province in the past 5 years, such as plasticizers including dibutyl phthalate (DBP) and diethylhexyl phthalate (DEHP), fatty acids, benzo(a) pyrene, peroxide value and acid value. Based on the index, the risks of raw materials, planting environment, processing technology, processing and packing equipments, and subjective consciousness in the production process were specifically analyzed. Besides, the suggestions about the laws, regulations and standards, supervisory personnel ability, monitoring system, supervision mode and supervision platform in the supervision of camellia oil production were put forward to provide the basis for the prevention and control of risks for camellia oil production enterprises, provide references for the supervision of the food production supervision department, and provide strong support for faster and better development of Jiangxi province characteristic camellia oil industry.
