论以发展促公平的社会主义治理观——从新时代中国特色社会主义社会主要矛盾谈起

On the Socialist Governance View of Promoting Fairness with Development——From the Main Contradiction of Socialism with Chinese Characteristics in the New Era

新时代中国特色社会主义社会的主要矛盾是人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾,其实质是发展与公平的平衡性矛盾,正确认识和处理这个矛盾是社会主义社会治理的首要关键,发展是矛盾的主要方面,不平衡不充分的发展是公平的主要制约因素,只有搞好发展,才能推进公平,故以发展促公平直至实现共同富裕是社会主义治理规律,正确反映这一规律的是社会主义治理观,它表明了中国特色社会主义治理的必由之路,它是创新治理体系、增强治理能力、提高干部队伍素质的理论依据,它是管理国家事务、经济文化和社会事业的基本规范。

The main contradiction of the socialist society with Chinese characteristics in the new era is the con-tradiction between the people’s growing good life needs and unbalanced inadequate development. Its essence isthe balance contradiction between development and fairness,correctly understanding and dealing with this contra-diction is the primary key of socialist society governance. Development is the main aspect of contradiction,unbal-anced and inadequate development is the main constraining factor of equity,only by doing well in developmentcan we promote fairness,therefore,it is the law of socialist governance to promote fairness and achieve commonprosperity by development. The correct reflection of this law is the socialist governance concept,it shows the onlyway to govern socialism with Chinese characteristics,it is the theoretical basis for innovating the management sys-tem,strengthening the management ability and improving the quality of the cadre team,it is the basic norm ofmanaging state affairs,economic culture and social undertakings.
