基于GE矩阵模型的钱学森智库业态战略分析

Strategy Analysis of Hsue-Shen Tsien's Think-Tank Format Based on GE Matrix Model

随着战略决策和咨询信息在世界竞争中地位的逐步提升,包括中国在内的各个国家对智库的重视程度也在逐步增加。在国家大力倡导中国特色新型智库建设的背景下,钱学森智库作为一种独具特色的新型智库,其发展业态和发展战略具有一定的代表性和典型性,因此分析其多业态发展模式对其他智库的发展具有一定的借鉴意义和参考价值。基于层次分析法和GE矩阵模型可以对钱学森智库的战略发展进行定性和定量的综合集成分析。分析结论表明:钱学森智库目前已经形成较完整的系统业态布局,在智库战略规划、钱学森教育方面已经形成一定规模,在航天体验园、综合集成研讨厅和钱学森论坛方面初具规模,具有较大发展空间。在现有优势基础上,智库发展还应加大优势项目的投入力度,并形成更加高效的产学研合作模式,进而加快占领市场的步伐,寻求更加广阔的市场发展空间。

The Think-Tank has gained more and more attention from various nations besides China along with thegradual status upgrade of strategic decision-making and information-consulting in the global competition. Underthe background of the national advocacy for the new type Think-Tank with Chinese characteristics,Hsue-ShenTsien’s Think-Tank,a unique new Think-Tank,has a certain reference value for other Think-Tank in China byresearch on its multi format development model. The strategic development of Hsue-Shen Tsien’s Think-Tank hasintegrated qualitative and quantitative analysis based on the AHP and the GE matrix model. The analyzing resultshows that Hsue-Shen Tsien’s Think-Tank industry has formed a fuller system format,which has a certain size ofthe Strategic Planning and Tsien Scholar Program,and a big developing space in Aerospace Experience Garden,Comprehensive Integration Workshop and Tsien Hsue-Shen Forum. There should be more investment in superiorprograms,more efficient production-study-research cooperation and more quick expansion for broader marketspace on the basis of the existing advantage.
