本科教学工作审核评估的再认识及持续改进 被引量:21

摘要 中国高校本科教学工作审核评估进行了五年,产生了积极的作用,突出了以学生为中心的理念,解决了用同一标准评估不同高校的不合理性,克服了被评高校攀比争优的现象,强化了质量保障体系建设,但也存在自评和整改不到位、质量保障体系的内部审核重视不够、评估专家的素质参差不齐、评估操作中存在"几多几少"的现象、"五个度"的评价标准不易把握等不足之处。审核评估的本质是审查质量保障体系的适宜性和充分性,核验其运行的有效性。质量保障体系由质量方针、质量目标、质量标准、质量要素、程序文件、质量监控、信息反馈及持续改进等部分构成。 The appraisal review of undergraduate education has been carried out in colleges and universities in China for five years and it has positive effects.This paper emphasizes the concept of being student-centered,solves the unreasonableness of different colleges and universities in the same standard,and overcomes the phenomenon of competition among colleges and universities,and strengthens the construction of quality assurance system.However,there are still some problems,such as the inappropriate self-assessment and rectification,less awareness of quality guarantee system of internal audit,uneven quality of evaluation experts,inappropriate operation in evaluation,difficulties in comprehending the"five degrees"of evaluation standard,etc.The essence of the appraisal review is to examine the suitability and the adequacy of the quality assurance system,and check the effectiveness verification of the operation.The quality assurance system consists of quality policy,quality objectives,quality standard,quality element,program document,data quality monitoring,information feedback,continuous improvement,etc.
