农村社会治理实践机制研究——基于M县S镇镇村重大事务“陪审团”制度的分析

Research on the Practice Mechanism of Rural Social Governance——The Analysis of "Jury" Mechanism Based on the Major Affairs of S Town in M County

农村社会治理实践机制创新,是实现农村社会善治的重要路径。浙江省M县S镇根据农村社会形势变化对社会治理提出的新要求,通过借鉴、揉和西方陪审团制度与听证会制度,创立了镇村重大事务"陪审团"制度,对镇村重大工程项目进行全程监管。这一农村社会治理的实践机制,对于弥补现有农村管理体制的不足,完善农村社会治理机制,推动实施乡村振兴战略将会起到积极作用。但是,作为一个崭新的制度,镇村重大事务"陪审团"制度也存在着亟待完善的空间。

The innovation of the practice mechanism of rural social governance is an important path to achieve the society good governance of rural areas. According to the new requirements for social governance based on changes of rural social situation,S town in M county in Zhejiang province has established the ＂ jury＂ mechanism about major affairs of town and villages to constantly monitor major projects by learning and admixing the western Jury System and Hearing System. The practice mechanism of rural social governance will play an active role in making up the deficiency of the existing rural management system,improving the rural social governance mechanism and promoting the implementation of the rural rejuvenation strategy. However,as a new system, ＂ jury＂ mechanism also exists in the space that needs to be perfected urgently.
