对调整农业保险财政支持政策目标的思考

Thoughts on Adjusting Fiscal Support Policies for Agricultural Insurance

自2007年我国确立了政策性农业保险制度以来,经过十年的试点和推广,面对政策性农业保险内外部环境的新变化,本文分析了当前农业保险财政支持政策的目标设定背景,找出制度设计的瓶颈问题,并结合农业供给侧改革对政策性农业保险的需求,对我国调整农业保险财政支持政策目标提出了相关建议。

Since the establishment of the government agricultural insurance system in 2007, and after ten years of trials and promotion, a lot of new changes have taken place in the internal and external environment of policy-based agricultural insurance. This paper analyzes the current background of the agricultural insurance fiscal support policy, the bottleneck of the design of the system, combined with the demand for government agricultural insurance in the agricultural supply-side reform, and proposes relevant recommendations for China＇s objectives adjustment of agricultural insurance fiscal support policy.
