Transcending Structural Imbalances: The Combination of Supply-driven and Demand-led Approaches in Rural Public Cultural Services

推动农村公共文化服务供给侧结构性改革,需要深入了解和把握农村公共文化服务供给和需求的独特性、复杂性以及相互关系。文章从供给改革理论渊源入手,梳理和总结了国内关于供给改革理论的研究成果,重点分析了农村公共文化服务供给的发展历程、特点和服务需求产生基础、特点等。无论是供给驱动还是需求引导,都存在难以克服的缺陷从而导致公共文化服务供给的结构性失衡,供给与需求辩证统一是提升农村公共文化服务供给效能的合理选择。

To promote supply-side structural reform of rural public cultural services, the uniqueness, complexityand interrelation of the supply and demand of rural public cultural services should be understood in-depth. Startingfrom the theoretical origin of supply-side reform, this paper summarizes the theoretical research in China andanalyzes the development history and characteristics of the supply and demand of rural public cultural services. Thetheory and practice show that both supply-driven and demand-led approaches have a lot of limitations which aremost likely to cause structural imbalance in service provision. Therefore, the combination of two approaches is asensible choice for improving the efficiency of rural public culture services.
