韩国活鱼技术性贸易措施研究及应对

Research and Countermeasures on Technical Trade Measures for Exporting Live Fishes into South Korea

本文从法律法规、监管机构、监管机制三方面介绍了韩国活鱼技术性贸易监管体系,进一步对韩国活鱼技术性贸易措施的特点进行分析,如卫生要求不断增加、技术标准向全产业链控制延伸,以及技术标准存在差异性和歧视性等,最后提出了建立健全技术性贸易预警体系、完善出口活鱼质量监控机制、加强中韩沟通,以及加强活鱼出口企业品牌建设等对策建议。

In this article,the technical trade measure system for live fish exportation from China to South Korea was introduced from the three aspects of laws and regulations,supervision organizations and supervision mechanisms,and the characteristics of the system were further analyzed,such as the ever-increasing sanitary requirements,the extension of technical standards to the whole industrial chain,the difference and discrimination existing in technical standards,etc. Finally,some countermeasures and suggestions were put forward,including establishing a sound early warning system for technical trade measures,improving the monitoring mechanism for the quality of exported live fishes,strengthening the communication between China and South Korea and strengthening the brand building of exporters of live fishes,etc.
