摘要
全面推行河长制为破解长江经济带生态补偿难题提供了解决思路。推进长江经济带生态补偿应借力河长制组织体系,以长江经济带各省(直辖市)各级河长办为组织基础,完善生态补偿机制的组织架构,构建以市场化生态补偿为主体的补偿资金、补偿方式多元化的生态补偿机制,加快建立健全政府引导、市场主体、社会监督三方共治的市场化、多元化生态补偿机制。
Full implementation of river chief system provides a feasible solution for breaking the obstacle of ecological compensation in the Yangtze Economic Belt. Applying ecological compensation in the region can take the advantage of organizational mechanism of river chief system and improve institutional framework by bringing the role of river chief offices at all levels in provinces into full play, so as to raise compensation funds from the market and develop diversified compensation methods. It may also accelerate pace of establishing a market-based and diversified compensation mechanism governed by three parties, i.e. the government provides guidance, the market becomes the main player and the whole society takes the role of supervision.
