灌溉用水预付费管理探讨

Studies on prepayment for irrigated water use

在总结我国现行灌溉水费收缴方式和存在问题的基础上,从增强农民节水意识、实现用水公平、理顺管理体制等方面,论述了灌溉用水预付费管理的作用和意义;提出了在田间安装水量计量控制管理系统,在灌区管理机构安装水量预付费管理平台的管理模式;介绍了宁夏回族自治区隆德县渝河灌区灌溉预付费管理系统的建设使用情况和实施效果;提出了完善用水预付费管理保障措施的建议。

On the basis of summary of water charges collection and existed problems in China at present, the role and significance of applying prepayment for irrigated water use are discussed, from the aspects of raising awareness of formers on water saving, realization of fair water utilization and strengthening management mechanism. The paper also suggests to install on-farm metering system for water quantity control, and establish prepayment platform within the management authorities of irrigation districts. Based on introduction of prepayment system of Yuhe Irrigation District in Ningxia Hui Autonomous Region and results of its implementation,safeguarding measures are proposed to improve management of prepayment for irrigated water use.
