国家治理现代化语境下运动型治理:内在逻辑、矛盾冲突与反思超越

On Campaign-style Governance in the Context of Modernization of National Governance:Intrinsic Logic,Contradiction,Reflection and Transcendence

运动型治理以一种灵活高效的治理方式,打破科层制的常规运作模式,在中国的特殊国情下,通常具有较好的治理效果。运动型治理的发生动因和持续演进有着合理的逻辑因素,即政绩合法性的逻辑、执政党政治的逻辑和地方自主性的逻辑。随着推进国家治理体系和治理能力现代化发展的需要,运动型治理方式面临制度性冲突和组织间冲突,导致解决现实问题的政治资源在政治体系内部消耗过甚,原本具有灵活精确的治理模式变得成本巨大,难以维持。以制度为框架,增强运动型治理方式与国家治理体系之间的耦合性,反思运动型治理的历史脉络、演进形态、制度基础和治理逻辑,有助于深化对国家治理现代化改革的理论认识和经验总结,超越国家治理的固有范式。

The campaign-style governance breaks down the normal mode of operation of the bureaucratic system with a flexible and efficient way of governance.Under China＇s special national conditions,it usually has good governance effects.There are reasonable logical factors in the motivation and continuous evolution of campaign-style governance,namely,the logic of the legitimacy of political achievements,the logic of the ruling party politics,and the logic of local autonomy.With the need to advance the modernization of the national governance system and capabilities,the campaignstyle governance approach faces institutional conflicts and inter-organizational conflicts.As a result,the political resources for solving real world problems are consumed excessively within the political system.The original flexible and precise governance model costs huge capital and difficult to keep sustained.It is necessary to use the system as a framework to enhance the coupling between the campaign-style governance and the state governance system,and to reflect on the historical context,evolutionary patterns,institutional foundations,and governance logic of the campaign-style governance,which will help deepen the theoretical understanding of the modernization of state governance to go beyond the inherent paradigm of state governance.
