社会资本理论视角下食品安全社会共治研究

On Social Co-governance of Food Safety from the Perspective of Social Capital Theory

丰富的社会资本是实现食品安全社会共治的基础,而社会资本不足成为制约食品安全社会共治形成的重要原因。食品安全治理领域存在着社会普遍信任匮乏、互惠规范不足、社会关系和参与网络不健全的现实困境。重构符合我国国情的社会资本,培育现代社会意义上的社会资本要素。重塑和提升社会信任,发展社会共治多元主体,促进互惠规范合作,健全共治参与平台网络,是实现食品安全社会共治必然的路径选择。

Rich social capital is the basis of achieving social co-governance of food safety,while insufficient social capital becomes the important factor constraining formation of social co-governance of food Safety.In food safety management field,there are practical dilemmas of lacking social common trust,reciprocal norms,social relations and network participation.Reconstruction of social capital in line with China＇s national conditions and cultivating social elements in the sense of modern society is an inevitable path selection to realize the co-governance of food safety,which are restoring and enhancing social trust,developing plural subjects of co-governance,promoting cooperation with mutually beneficial norms and improving the network and platform for co-governance and participation.
