社会治理是对公共生活领域的治理描述。人类社会的治理结构,其理论发展与实践运用均呈现以理性嬗变为突出特征的治理与改革实践流变。展开对社会治理理性的当代审视与历史反思,既是对既往治理事实的客观描述与尊重,又是对未来治理模式的畅想与借鉴。审视社会治理模式的演变历程,提炼治理理性的思维谱系对治理理性及其对应建构模式展开扬弃性评测,结合改革的时代背景,深化社会治理的理论视角,为中国服务型政府的建构提供理性化的理论声援。

Social governance is a description of governance in the field of public life.Throughout the governance structure of human society,its theoretical development and practical application show the change of governance and reform practice which is characterized by rational transmutation.It is not only an objective description and respect for the past governance facts,but also a vision and reference for the future governance model.By examining the evolution of the social governance model,the rational thinking genealogy of governance and its corresponding construction mode are evaluated.Combined with the background of reform and deepening the theoretical perspective of social governance,this paper provides a theoretical support for the construction of service-oriented government in China.
